The airline was the brainchild of Robert Brooks, owner of Hooters of America, who acquired Pace Airlines in 2002 and transformed it into a "flying billboard" with Hooters-branded narrowbody planes. Hooters Air began its operations on March 6, 2003. Passengers were greeted by Hooters Girls alongside traditional flight attendants, though the Hooters Girls spent more time hanging out with passengers than performing typical in-flight duties.
