On September 1, 1849 the first California Constitutional Convention began in Monterey at Colton Hall. The convention concluded on October 13th after the constitution was approved and signed by delegates. This constitution, written in both English and Spanish, helped to establish a civil government in California even before statehood. As one of the delegates to the Constitutional Convention, John Sutter attended and also was one of the signers of the Constitution.
