More than 5,300 people are presumed dead and 10,000 people are missing after heavy rains near the coastal city of Derna in northeastern Libya caused two dams to collapse, destroying much of the city and carrying entire neighborhoods out into the sea. Sadly, the death toll is likely to rise dramatically in the coming days as the flooding left bodies scattered in the streets while buckling buildings, sinking vehicles and blocking roads and impeding access to the most stricken areas. Libya was truly ill-prepared for Storm Daniel because this war-torn country is administered by two rival governments, complicating rescue and aid efforts and its infrastructure had been poorly maintained after more than a decade of political chaos. Several officials called the situation "catastrophic" as hospitals in Derna are no longer operable and the morgues are overflowing with bodies.
