That does NOT mean doing heatless curls once is going to make your hair fall out, and it definitely does not mean curling irons are harmless either. Heat can damage the actual hair fiber, especially when the temperature is too high, you skip heat protectant, or you repeatedly go over the same section. But removing heat and replacing it with excessive tension is not automatically the better option. The goal should be minimizing ALL forms of damage. Heat, tension, friction, breakage, everything.
